Though not born in Tahoe, he is a 60 year native of Tahoe. Father was in the marina business and Mr. Phelan grew up in the business starting as an engine mechanic and wood boat refinisher.
Throughout the years he has functioned as a service manager, marina manager and harbormaster and currently is the GM of the Tahoe City Marina since 1996 when he was hired to help retrieve the facility out of a state of bankruptcy. During his tenure a complete facelift of the facility, an expansion project and workforce housing project were initiated and completed. Currently the Tahoe City Marina is in the development and permitting stage for a second phase expansion.
Mr. Phelan also serves on local boards and committees to stay in touch with changes and make sure the marina keeps pace with the community (or vice versa).
