Mr. Higgins has worked in Public Safety for over 30 years. He has been with the Ventura Port District for the last 25 years. His current role is the Harbormaster in charge of Public Safety and the Harbor Patrol. He holds a number of professional licenses and has volunteered on a number of Professional Associations Boards such as California Boating Safety Officers Association, California Harbormasters and Port Captains, Pacific Congress of Harbormasters and Port Captains, & California Marine Safety Chiefs.
