Description

 As the leader of the Boating Organizations Regulatory Group (BORG) and a key organizer of the California Boating Congress (CBC), MRA brings together marina operators, harbor managers, manufacturers, recreational boating organizations, regulators, and legislators to discuss emerging issues and educate policymakers on the economic and recreational importance of boating in California and beyond.

Working alongside industry partners including RBOC, NMMA, and other boating organizations, MRA advocates for balanced, workable policies while helping lawmakers understand how proposed legislation will affect marinas, waterfront businesses, and recreational boaters. Through these collaborative efforts, MRA has helped stop or improve legislation that would have imposed unnecessary costs or operational burdens without providing practical solutions.

Recent advocacy efforts have included helping prevent significant increases in vessel registration fees; promoting realistic environmental regulations for marina infrastructure; addressing concerns surrounding copper-based hull paints and potential regulatory impacts on recreational boating and marina operations; protecting marinas from proposals that could have expanded rent-control laws beyond their intended purpose; annual fishing licenses from date of purchase; supporting practical marine flare recycling programs that preserve both environmental responsibility and boater safety; and defending the principle that boating-generated funds should remain dedicated to boating programs such as marina loans, launch ramps, dredging, abandoned vessel removal, safety, and public access.

These accomplishments demonstrate the value of consistent, informed advocacy and strong industry collaboration. Much of MRA’s work occurs before legislation reaches the public spotlight, where early engagement with policymakers and regulators can shape better outcomes for the marine recreation community. By building coalitions, participating in the legislative process, and leading efforts such as the California Boating Congress, MRA continues to protect the interests of California’s boating community while helping preserve access, affordability, safety, and the long-term success of the state’s marinas and waterfront businesses.
