With more than 18 years of operations management experience, Todd Mitchell came aboard the Ventura Port district in the fall of 2019 with a broad range of project, business, and leadership experience. His role includes oversight of dredging, leasing, property management, facilities, capital projects, the commercial fishing marina, as well as providing financial analytics for District budgeting.
Currently serving as the Chair of the California Maritime and Navigation Conference (CMANC - an advocacy consortium of California ports and harbors), Todd’s involvement on the Executive Board plays an important role in ensuring that Ventura and California Ports and Harbors in general receive representation and support from federal and state governments. In addition to CMANC, Todd participates in several marine technical committees, including the American Society of Civil Engineers (ASCE) Coasts Oceans Ports and Rivers Institute (COPRI) including the Ports and Harbor sub-committee on Sea Level Change for Marine Civil Works and the Waterfront Inspection sub-committee.
In his past career, Mr. Mitchell received certifications from the American Society of Photogrammetry and Remote Sensing (Certified Mapping Scientist), Association of State Floodplain Managers, the Association of Engineering Technologists of Alberta, GIS Certification Institute, the Canadian Remote Sensing Society, and holds a Survey and Mapping diploma from the Southern Alberta Institute of Technology and Bachelor of Science degree from the University of Alberta.
Todd was born in Edmonton, Alberta, Canada and his principal hobby is music, including audio engineering as well as playing guitar, bass, and drums in rock bands in Ventura County, California. He is married to Heather Manheim, a school bus driver for Pleasant Valley School District who is originally from Long Beach.
